I think he might have misunderstood her gesture? Like, maybe, in the moment, he didn't realize she was pushing it away and thought she was patting it? He wasn't looking at her face. I agree he should reconsider his habit of touching strangers, though. He's a professional, and you just can't go around touching people. Sometimes, what matters is that she was uncomfortable. While she may have said afterwards that she didn't feel specifically harassed, there is absolutely no doubt that, in the moment, she was not ok with it.
