Neil's singing is the ONLY live element to the performance. Johnny Marr's not plugged into anything and even though Barney's keyboards appear to be, he's playing out of time with anything in the audio. TOTP is usually mimed, so it's good to see Neil keeping it real.
EVERY song?? C'mon. I love Electronic and the founding members' bands (proof? my band is called "Hacienda"), but "Idiot Country" was PANTS!! 'Gangster' & 'Get the message' were only 'okay', but you're right about the rest of the tracks.

He sings the verses live but it sounds like he either lipsynchs the chorus or at least "double-sings" it with the original vocals played on top.
